This is really weird that after creating a native key provider on my Center server appliance (V7), I was waiting – stuck- in this stage:

When I try to create a virtual machine with TPM included, I see an error that my native key provider needs backup. however, I clicked many times on the bottom “Backup” with no luck. I expected a backup file to be in PKCS#12 format as per the official documentation from VMware, but nothing was generated.
The fix was super easy, I found it on many forums and Q&As. I was accessing vCenter UI using IP. Instead, I used FQDN and it worked like a charm.
